Washington buying path: small works roster
The Direct Buy ladder covers goods and services. Public works, meaning construction, alteration, repair, or improvement of real property, runs on a separate and more generous track: the small works roster. For installed millwork this is the larger of the two Washington doors by a wide margin.

Where this firm stands. Roster work requires Washington contractor registration with Labor & Industries and a place on the applicable roster. SWC Solutions is not yet on a small works roster. Supply-only orders run the other track. A millwork order that is fabricated and delivered but not installed is a goods purchase, not a public work. RCW 39.04.010(5) defines a public work as work, construction, alteration, repair, or improvement executed at the cost of the state or a municipality.
